The House of Representatives agreed to improve the law on Playing Cards in order to be more concise and appropriate therefore the King has declared to issue an Act

Section 1
This Act is called "the Act of Playing Cards B.E. 2481"
Section 2
The Act shall start since the date on the government gazette onwards
Section 3
The Act of Playing Cards B.E.2481 and the Act of Playing Cards (2nd edition) B.E. 2482 shall be cancelled
Section 4
In this Act "Playing Cards" means cards are made of paper or leather which made of other materials as indicated in the ministerial regulations. “Imported playing card" means the cards imported or allow to be imported into the country but it does not cover imported vehicle controller as it is under responsibility of the transportation department. “Officers" means officers appointed by the director-general in order to operate this Act. “Director-general" means the director-general of the Excise Department.
Section 5
Prohibit anyone to produce or import playing cards except granted approval from the director-general.
Section 6
Playing cards made by the Excise Department does not allow anyone to adapt or edit or do any other actions in order to sell as playing cards.
Section 7
Prohibit anyone to sell cards as business except granted license from the officers. The person who applies for license must pay fee as indicated in the ministerial regulations which is not more than a hundred baht, and not more than ten baht for substitute license. The license will valid until 31st December of the permitted year.
Section 8
Prohibit anyone to own playing cards more than one hundred and twenty cards or sell in whatever amount except the playing cards are made by the Excise Department or has symbol of the Excise Department on it.
Section 9
Prohibit anyone to sell or own for sell playing cards that made for against section 6
Section 10
The playing cards which need to stamp symbol of the Excise Department must pay fee as indicated in the ministerial regulations according to the size and type of material of the playing cards with rate not more than thirty baht per a hundred cards.
Section 11
Prohibit anyone to own playing card mold except granted permission from the director-general.
Section 12
In order to inspect whether people following the Act and the ministerial regulations on this regulation, the officers have power to access into anyplace for inspection during set rise to sunset.
Section 13
The person granted permission to take any action according this Act must follow regulations indicated in the ministerial regulations.
Section 14
Anyone does things against any section of this regulation must be imprisoned not more than ten years and fine for 4 times of the amount of property in dispute which is in the same type of the Excise Department selling. In case of producing playing cards must not be less than two thousand baht.
Section 14 Bis
Anyone does things against section 6, section 8 and section 9 must be imprisoned not more than three years or fine for 4 times of the amount of the property in dispute, which is in the same type of the Excise Department selling but must not be less than 500 baht or both imprison and fine.
Section 14 Ter
Anyone does things against section 7 must be imprisoned not more than one month or fine not more than a thousand baht or both imprison and fine.
Section14Quarter
Anyone does things against section 11 must be imprisoned one to seven years and fine from two thousand to fifty thousand baht.
Section 15
Anyone granted permission to take any action in this regulation does something against or do not follow this regulations in the ministerial regulations must be fined not more than two hundred baht.
Section 16
All playing cards and equipment for use or to use for committing wrong act in this regulation, the court has power to forfeiture of cards and equipment.
Section 17
The officers have power to cease license under the Act not more than 6 months when found out that the licensee commits wrong act according to this Act or regulations indicated in the ministerial regulations or commits wrong act toward rules of the license.
Section 18
In case the licensee is to cease the license as indicated in section 17, if the director-general sees it as appropriate, he has power to revocation the license.
Section 19
The minister of the Ministry of Finance as an acting of this Act, has power to issue ministerial regulations for the licensee to follow and set other activities in order to force licensee to follow this Act. The ministerial regulations once issued in the government gazette is enforced.
